On November 6, 2006, Chinese President Hu Jintao held talks at the Great Hall of the People with visiting Algerian President Abdelaziz Bouteflika who was here in China for a state visit after attending the Beijing Summit of Forum on China-Africa Cooperation.
Hu said the two peoples share a fraternal friendship and both sides have shown mutual understanding and support in their struggle for national emancipation and development. China will always remember Algeria's contributions to resuming China's legitimate status in the United Nations. In recent years, the China-Algeria traditional friendship has shown a sound momentum of vigorous development with increasing political trust. Both sides have established strategic cooperative ties with mutually beneficial cooperation expanding continuously and the trade volume growing year after year. Both sides have scored remarkable achievements in the cooperation in the areas of communications, infrastructure construction, and human resources training, deepened coordination and cooperation in international affairs and reached broad consensus and collaborated closely on the UN reform, human rights, counter-terrorism and other major issues so as to jointly safeguard common interest of the two countries and other developing nations. Hu thanked for Algeria's adherence to the one-China policy.
Hu said as both countries are developing nations, cementing traditional friendship and the strategic cooperative relationship under the new circumstances is the common need of both sides and in the fundamental interests of both peoples. He proposed both sides to facilitate political friendship through strengthened governmental, legislature and party exchanges and work closely in dealing with international and regional affairs. Hu suggested both sides deepen mutually beneficial cooperation. China favors a "long-term stable cooperative mechanism", which can cement collaboration in infrastructure facility, transportation, and communications, he said. Both sides can also expand humanities exchanges and deepen friendly cooperation in the fields of public health, technology, education, culture, tourism and personnel training, Hu noted. During the summit, Algeria has been extended the Approved Destination Status for Chinese tourists.
Bouteflika said the friendship between China and Algeria is sincere, solid and has stood the test of time. Algeria would never forget that China recognized its sovereignty only three days after it declared independence. In an era of globalization, Bouteflika said facilitating South-North dialogue and South-South cooperation was a pressing task. He said Algeria, fully confident of the prospects of Sino-Algerian ties, is committed to South-South cooperation and has regarded China as a special friend and partner. Algeria is looking forward to more robust strategic collaboration in trade, investment, agriculture, hydropower, culture, science and security, he added.
Bouteflika appreciated China for successfully holding the Beijing Summit of Forum on China-Africa Cooperation. He said his country hopes to take a lead in China-Africa relations. Hu said the Beijing Summit has great significance of linking the past with future, and China would like to team up with African countries including Algeria to actively implement the results achieved during the summit, establish and develop a new type of China-Africa strategic partnership and build a harmonious world of lasting peace and common prosperity.
Following the talks, the two leaders signed a joint statement on facilitating strategic cooperative relations and attended a signing ceremony of a package of agreements covering economy, taxation, civil aviation, judicial services, quality inspection and quarantine.
