On September 8, 2004, Chinese Premier Wen Jiabao of the State Council sent a telegraph to Prime Minister Mikhail Fradkov of the Russian Federation on the hostage-taking event that took place in Beslan, North Ossetia, Russia.

In his telegraph, Premier Wen Jiabao indicated that the Chinese government strongly condemns this horrifying terrorist atrocity, firmly supports all the efforts by the Russian government to safeguard national security and protect justice and peace and would like to strengthen cooperation with the Russian government in jointly combating the three forces of terrorism, separatism and extremism in order to defend regional and world peace.
