Notice on Airline Boarding Requirements for Certificates Of Negative Nucleic Acid and Anti-Body Blood Tests Results

In order to reduce cross-border transmission of Covid-19, starting from 7, November, 2020, all Chinese and foreign passengers who are to fly from Sir Lanka to China will be required to take nucleic acid and IgM anti-body tests and then apply for a green health code with the "HS" mark or a green health declaration code with the "HDC" mark before boarding the flight. The specific requirements are as follows:

I.Test Requirements

For passengers going to China via direct flights, they must take nucleic acid and IgM anti-body tests within 48 hours before boarding at the hospitals designated by the Chinese Embassy in Sri Lanka and then apply at the Chinese Embassy for a green health code with the "HS" mark or a green health declaration code with the "HDC" mark with certificates of negative results of both tests.

As currently tests are not available in Sri Lankan airports, and all foreign nationals are not permitted for entering Sri Lanka, it is strongly recommended that passengers bound for China avoid transiting via Sri Lanka.Otherwise, there will be a high risk of getting stranded at the airport or even being sent back to the point of departure.

For passengers departing from Sri Lanka and planning to travel to China via a third country, as many transit airports do not have testing facilities, to avoid being stranded, and reduce transmission risks during long-haul international traveling, it is suggested that passengers departing from Sri Lanka for China take direct flights after conducting the required tests locally. Passengers insisting on flying to China via a third country must make sure that transit airports do have testing facilities and allow the passengers to transit, and must take nucleic acid and IgM anti-body tests in Sri Lanka within 48 hours before boarding their flight to the transit country and then take both tests again in the transit country within 48 hours before boarding the plane to China.Passengers must apply at the Chinese embassies/consulates in BOTH countries for a green health code with the "HS" mark or a green health declaration code with the "HDC" mark with certificates of negative results of both tests.

II.Testing time and the designated hospitals

The validity period of the green health code or the health declaration form is calculated from the earlier sampling date of the two negative certificates. If you plan to fly on 13 November, you can apply for a green health code with the "HS" mark or a certified health declaration form with certificates of negative results of both tests with the sampling date from 11 November to 13 November.

At present, among the four designated hospitals Nawaloka Hospitals the Durdans Hospital can carry out both nucleic acid and IgM anti-body tests. Passengers can take both tests in te said two hospitals, or take IgM antibody test in Nawaloka Hospitals or the Durdans Hospital after completing nucleic acid test in other designated hospitals. Due to the limited daily testing capacity, please make an inquiry or appointment in advance.

When taking tests in the designated hospital, please show the hospital your passport and airticket, and  remind the hospital that the passenger's personal information (name, gender, date of birth, passport number), specification collect date, test results and other elements should be included in the report, and the hospital should send the scanned report to the Chinese Embassy mailbox(consulate_lka@mfa.gov.cn) in order to get the verification of the Chinese Embassy as soon as possible. After getting the report, you must check your name, passport number, date of birth and other information on the report carefully. If there is any error, you should remind the hospital to revise it and issue it again.

III. Chinese Passengers Applying for Green Health Code with the "HS" Mark

Chinese passengers must upload photos of their negative nucleic acid and IgM anti-body tests results to the Wechat mini program COVID-19 Prevention Health Code International Version, which will then be examined and verified by the Chinese embassy. Then they will get the green health code with the "HS" mark. Passengers must present the green code within its validity period to the airlines flying directly to China before boarding.

IV. Foreign Passengers Applying for Certified Health Status Declaration Form

Foreign passengers can apply for the green health declaration code with the "HDC" mark by logging on the website of http://hrhk.cs.mfa.gov.cn/H5/ via computer or smart phone. Foreign passengers can fill in the information, declare the health status and upload the certificates of negative results of both tests online, which will then be examined and verified by the Chinese Embassy. Upon approval, they will receive the green health declaration code with the "HDC". Foreign passengers must present the electronic or printed code, and follow the procedures for inspection by relevant airlines during boarding.

                                                                                                      

                          

V. Reminder:

1.Please read the requirements carefully and follow them accordingly. Failure to obtain the green health code with the "HS" mark or a green health declaration code with the "HDC" mark with negative nucleic acid and IgM anti-body tests results means you do not qualify for boarding the flight to China.

2.If you must go to China via connecting flights, please check the transit country's entry regulations and its nucleic acid and IgM anti-body tests requirements beforehand. Failure to enter the transit country or meet the requirements regarding the tests, the green codes could result in being stranded and heightened infection risks.

3.The Chinese Embassy in Sri Lanka reminds passengers to declare their personal information truthfully and provide authentic and effective nucleic acid and IgM anti-body tests reports. In case of intentional concealment of illness, alteration and falsification of nucleic acid test report and IgM antibody test report, relevant person will take corresponding responsibility.
