Update Notice on the Requirements on Issuing Green Health Declaration Codes

In order to prevent the spread of Covid-19 and protect the health and safety of travellers from Sri Lanka to China, the Chinese Embassy in Sri Lanka has updated the Requirements on Issuing Green Health Declaration Codes as follows:

I. About vaccination

The Chinese Embassy strongly recommends that all travelers to China complete the Covid-19 vaccination and receive booster shots. Those who have not completed all doses of inactivated vaccines, or who have completed 2 doses of inactivated vaccines on the same day, will be treated as the unvaccinated. After completing the corresponding doses of re-vaccination, they can be regarded as those who have been fully vaccinated with inactivated vaccines.

II.Quarantine requirements

All the Passengers (except members of Sri Lankan Embassy or Consulates in China) should stay at home or hotel to conduct at least 14 days closed-loop quarantine and self-health monitoring before boardingthe flight.

i.Before quarantine:

(i)Please do first PCR test in Lanka Hospitals by using Chinese reagents and equipments.If the result is negative, you can start the quarantine.

(ii)Please prepare a thermometer, enough hand sanitizers, personal protective equipments (PPE, including protective clothing, gloves, KN95 masks, goggles).

(iii)Please prepare a quarantine room with separate bathroom and separate air conditioner.Separate yourself from other household members and pets.Not share utensils, dishes, cups/glasses, bedding, towels, and other personal items.

(iv)This quarantine room should be completely sterilized.

ii.During quarantine:

(i)Please take your body temperature and fill in the Personal Health Monitoring Form every day (download the form: http://lk.china-embassy.org/zytz/202112/P020211228777929493002.doc).

(ii)Please stay in the room and do not go outside for shopping, dining, meeting friends, going to the bank or other activities.

(iii)Please cook meals by yourselves in the room.If you order delivery foods, the food should be put outside of the door of the room. You should disinfect the outer packaging before putting it into the room.

(iv)For everytime PCR testing before boarding, please try to order a mobile service to your room for sampling.

(v)If you have symptoms such as fever, dry cough, fatigue, sore throat, decreased sense of smell (taste), diarrhea, etc.,please report to the embassy in time(telephone:112676033, email:consulate_lka@mfa.gov.cn).

III.Test Requirements

i. The passengers who have been fully vaccinated should do:

(i)first PCR test in Lanka Hospitals by using Chinese reagents and equipments at least 14 days before boarding.

(ii)second PCR test in hospitals designated by the embassy

(iii)third PCR test in Lanka Hospitals by using Chinese reagents and equipments within 24 hours before boarding.

(iv)final PCR test in Lanka Hospitals by using Chinese reagents(different from the third PCR test) and equipments within 12 hours before boarding, for exemple: if the boarding time is 09:30 am on Wednesday for flight UL880, the passengers should do the final PCR test after 12:00 pm in the previous day(Tuesday); if the boarding time is 20:20 pm on Friday for flight MU232, the passengers should do the final PCR test after 08:20 am on the same day(Friday).

ii.the passengers who have not been fully vaccinated(including with only 1 dose inactivated vaccine) should do:

(i)first PCR test in Lanka Hospitals by using Chinese reagents and equipments at least 14 days before boarding.

(ii)second PCR test in Lanka Hospitals by using Chinese reagents and equipment within 24 hours before boarding.

(iii) IgM/IgG test in any hospital designated by the embassy within 48hours or 24 hours before boarding.

(iv)final PCR test in Lanka Hospitals by using Chinese reagents (different from the second PCR test) and equipments within 12 hours before boarding, for exemple: if the boarding time is 09:30 am on Wednesday for flight UL880, the passengers should do the final PCR test after 12:00 pm in the previous day(Tuesday); if the boarding time is 20:20 pm on Friday for flight MU232, the passengers should do the final PCR test after 08:20 am on the same day(Friday).

iii.Members of Sri Lankan Embassy or Consulates in China:

(i)If fully vaccinated:

  1. first PCR test in Lanka Hospitals by using Chinese reagents and equipments within 24 hours before boarding.

2.second PCR test in Lanka Hospitals by using Chinese reagents(different from the third PCR test) and equipments within 12 hours before boarding,for exemple: if the boarding time is 09:30 am on Wednesday for flight UL880, the passengers should do the final PCR test after 12:00 pm in the previous day(Tuesday); if the boarding time is 20:20 pm on Friday for flight MU232, the passengers should do the final PCR test after 08:20 am on the same day(Friday).

(i)If not fully vaccinated:

1.IgM/IgG test in any hospital designated by the embassy within 48hours or 24 hours before boarding.


2.PCR test in Lanka Hospitals by using Chinese reagents and equipments within  24 hours before boarding.

3.Rapid antigen test in any hospital designated by the embassy within 12 hours before boarding,for exemple: if the boarding time is 09:30 am on Wednesday for flight UL880, the passengers should do rapid antigen test after 12:00 pm in the previous day(Tuesday); if the boarding time is 20:20 pm on Friday for flight MU232, the passengers should do the rapid antigentest after 08:20 am on the same day(Friday).

IV.About People previously infected with COVID-19

If one of the three tests of PCR, IgM and IgG antibody(Except IgM and IgG antibody positivity caused by completing the whole vaccination) has been tested positive, the person who intends to go to China should do twice PCR tests  (at least 24 hours interval between two sampling time).After 3 months, please send the above two PCR test reports to consulate_lka@mfa.gov.cn to apply for preliminary approval from the Embassy.After getting the preliminary approval,please do twice PCR tests in two different hospitals or by using different reagents (at least 24 hours interval between two sampling time).Finally, please follow the above requirements for normal passengers.

V.How to apply HDC green code

Foreign passengers can apply for the green health declaration code with the "HDC" mark by logging on the website of http://hrhk.cs.mfa.gov.cn/H5/ via computer or smart phone. Foreign passengers can fill in the information, declare the health status and upload the certificates of all the tests online, which will then be examined and verified by the Chinese Embassy. After approval, they will receive the green health declaration code with the "HDC". Foreign passengers must present the electronic or printed code, and follow the procedures for inspection by relevant airlines during boarding.



VI.Protection on the way to China

i.Please put on protective clothing, KN95 masks, goggles, gloves in the quarantine room as early as possible, and bring hand sanitizers with you, and then take the closed-loop special car to the airport. The driver of the private car needs to complete the whole process of vaccination, and must wear KN95 masks and gloves.

ii.Be sure to maintain social distance and disinfect your luggageson time when going through the procedures such as baggage security check, checking in, waiting for the flight. Please avoid shopping and eating at the airport. If you need to go to the toilet, please disinfect your hands and related facilities in time. If our embassy finds that the person who has obtained the green code does not adhere to the protective measures at the airport, the green code will be cancelled as soon as possible.

iii.In the cabin, please wear protective clothing, goggles, KN95 masks and gloves throughout the flight, and try to avoid eating, drinking and going to the toilet in the cabin, so as to minimize the risk of infection during the journey.

iv.After the plane landed, please maintain social distance when getting off the plane, making a health declaration to the customs, going through entry procedures, accepting PCR tests, taking the bus, and quarantine hotel checking in.

VII.Reminder:

i.Please read the requirements carefully and follow them accordingly. Failure to obtain the green health declaration code with the "HDC" mark means you are not qualified for boarding the flight to China.

ii.The Chinese Embassy in Sri Lanka currently only issue health codes to passengers who work and live in Sri Lanka and who will take the direct flight from Sri Lanka to China. We don’t issue health codes to the passengers who travelled from the third country to Sri Lanka and who is planning to travel to China via a third country.

iii.Please be noted that a Certified Health Declaration Form is NOT a Chinese visa. For queries, please contact consulate_lka@mfa.gov.cn

iv.According to the General Administration of Customs of China Announcement on Re-adopting the Health Declaration Form for Inbound and Outbound Travelers , please declare the health conditions to quarantine officers of China Customs on Entry/Exit, and cooperate with quarantine measures such as temperature monitoring, medical inspection and investigation.You can choose to declare the health conditions online 24 hours in advance(please click the link:http://health.customsapp.com/ads/)
